La permanencia y la graduación de la educación básica oficial impartida en Colombia es un tema de política pública educativa que abarca el ejercicio del derecho y las externalidades generadas por la formación de capital humano altamente calificado en una sociedad de bajos ingresos. Así, el objetivo de este trabajo fue analizar la elasticidad de la oferta de educación básica oficial mediante una revisión sistemática de términos relacionados con elasticidad oferta-demanda, bajo la premisa de que es un servicio gratuito; el (...) resultado determinó que la oferta es sensible al presupuesto, así como al número de docentes que atienden el servicio educativo, pero no evidencia relación con mejora en la calidad educativa. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. El estudio de los "cardinales grandes" es uno de los principales temas de investigación de la teoría de conjuntos y de la teoría de modelos que ha contribuido con el desarrollo de dichas disciplinas. Existe una gran variedad de tales cardinales, por ejemplo cardinales inaccesibles, débilmente compactos, Ramsey, medibles, supercompactos, etc. Tres valiosos teoremas clásicos sobre cardinales medibles son los siguientes: (i) compacidad débil, (ii) Si κ es un cardinal medible, entonces κ es un cardinal inaccesible y existen κ cardinales (...) inaccesibles menores que κ , y (iii) Si existe un cardinal medible, entonces el axioma de constructibilidad (V=L) es falso. El objetivo de este artículo es presentar una demostración de cada uno de estos tres teoremas en el contexto de la teoría de modelos usando ideas del texto de Chang y Keisler (Model Theory). Tales demostraciones tienen en común el uso del método de construcción de modelos llamado ultraproductos, de lógicas infinitarias o fragmentos de la lógica de segundo orden, y del axioma de elección. Given a graph G, we say that a subset D of the vertex set V is a dominating set if it is near all the vertices, in that every vertex outside of D is adjacent to a vertex in D. A domatic k-partition of G is a partition of V into k dominating sets. In this paper, we will consider issues of computability related to domatic partitions of computable graphs. Our investigation will center on answering two types of questions for (...) the case when k = 3. First, if domatic 3-partitions exist in a computable graph, how complicated can they be? Second, a decision problem: given a graph, how difficult is it to decide whether it has a domatic 3-partition? We will completely classify this decision problem for highly computable graphs, locally finite computable graphs, and computable graphs in general. We present a Hilbert-style axiomatization of a recently introduced logic, called G'3 G'3 is based on a 3-valued semantics. We prove a soundness and completeness theorem. The replacement theorem holds in G'3. As it has already been shown in previous work, G'3 can express some non-monotonic semantics. We prove that G'3can define the same class of functions as Lukasiewicz 3 valued logic. Moreover, we identify some normal forms for this logic.

Tradicionalmente se ha separado a la epistemología y a la hermenéutica, puesto que la primera trata de lo conmensurable y la segunda, lo inconmensurable. Sin embargo, en mi opinión, hoy en día es posible unir a la epistemología y la hermenéutica sólo si partimos de una teoría de la epistemología contemporánea: la teoría de la verdad como aceptabilidad racional en condiciones epistémicas óptimas. Dicha teoría permite justificar lo conmensurable y entender lo inconmensurable.Traditionally epistemology and hermeneutics have been separated, since the (...) first deals with commensurability and the second with incommensurability. Nevertheless, in my opinion, nowadays it is possible to unite epistemology and hermeneutics if we start from a theory contemporary epistemology: the theory of the truth as rational acceptability in optimal epistemic conditions. Arguments analogous to those found in the late medieval theory of the king’s two bodies, popularized by Ernst Kantorowicz, were resurrected in early nineteenth-century constitutional theories of the moderating powers of monarchy. Post-revolutionary French liberal thought, echoed by its Portuguese counterpart, rediscovered the virtues of the institution of royalty, notably the immaterial and immortal body of the king. This rediscovery was prompted by the uncertainties of different national political contexts which made many contemporaries believe it desirable to integrate restored monarchies (...) within modern constitutional models for state stability. This first occurred with the Bourbons’ return to post-Napoleonic France and the restoration of the monarchy in 1814, and then with the Braganza royal family’s return to Portugal in 1821 after thirteen years of rule from Brazil. Using arguments similar to those previously made in late medieval European political and legal thought, French and Portuguese liberals developed a theory of the king’s two powers, according to which the monarch at once exercised a moderating power, defined by the abstract institutional nature of the king’s person, and an executive power, embodied within his physical person. This conceptualization of royal duality was intended to make it possible to delegate executive power to ministers, leaving the king only the attributes of a largely symbolic power. Liberals thereby hoped to confine the monarch to his purely institutional body in a de-politicized constitutional role. (shrink)

This paper discusses the introduction of fraudulent “molecular detector” technology into Mexico. The case is used to argue that contemporary science and technology studies’ approaches to scientific policy-making make basic assumptions about the societies they operate in that are inconsistent with the Mexican context. This paper also argues that contrary to what happens in the so-called Global North, the relative power of Mexican science in government and policy circles is as much limited by its relatively weak position as much as (...) it is by self-censorship and unrealized impact in the country’s fragile democracy. The case is also used to highlight the necessity for more politically involved scientific institutions in Mexico, as these become critical safeguards against incoming destabilizing technologies from more powerful nations into the local “peripheral” context. Nowadays we know that science is human action, hence philosophy of science has a practical side that prevents a sharp separation between theoretical and practical reason. Fallibilism and reasonability in philosophy of science and hermeneuticsare an example of such a view. Fallibilism has been considered as amethodology of exclusive use in philosophyof science, while reasonability has been considered as referring to morals and politics which belong to practical reason.However,both in philosophy of science as in hermeneutics fallibilism and reasonability are closely related, hence there is no separation between both disciplines. To illustrate this, I will proceed in four parts.Inthe first one, I discuss the main criticisms to the separation between theoretical and practical reason; in parts two and three, I will consider fallibilism and reasonability in the philosophy of science and the practical reason. In the last part, I will discuss the predictive character of reasonability in both disciplines. (shrink)

I argue that a standard formulation of hinge epistemology is host to epistemic relativism and show that two leading hinge approaches (Coliva’s acceptance account and Pritchard’s nondoxastic account) are vulnerable to a form of incommensurability that leads to relativism. Building on both accounts, I introduce a new, minimally epistemic conception of hinges that avoids epistemic relativism and rationally resolves hinge disagreements. According to my proposed account, putative cases of epistemic incommensurability are rationally resolvable: hinges are propositions that are the objects (...) of our belief-like attitudes and are rationally revisable in virtue of our overarching commitment to avoid systematic deception in our epistemic practices. An individual's health, genetic, or environmental-exposure data, placed in an online repository, creates a valuable shared resource that can accelerate biomedical research and even open opportunities for crowd-sourcing discoveries by members of the public. But these data become “immortalized” in ways that may create lasting risk as well as benefit. Once shared on the Internet, the data are difficult or impossible to redact, and identities may be revealed by a process called data linkage, in which online data sets are matched (...) to each other. Reidentification, the process of associating an individual's name with data that were considered deidentified, poses risks such as insurance or employment discrimination, social stigma, and breach of the promises often made in informed-consent documents. At the same time, re-ID poses risks to researchers and indeed to the future of science, should re-ID end up undermining the trust and participation of potential research participants. The ethical challenges of online data sharing are heightened as so-called big data becomes an increasingly important research tool and driver of new research structures. Big data is shifting research to include large numbers of researchers and institutions as well as large numbers of participants providing diverse types of data, so the participants’ consent relationship is no longer with a person or even a research institution. In addition, consent is further transformed because big data analysis often begins with descriptive inquiry and generation of a hypothesis, and the research questions cannot be clearly defined at the outset and may be unforeseeable over the long term. In this article, we consider how expanded data sharing poses new challenges, illustrated by genomics and the transition to new models of consent. We draw on the experiences of participants in an open data platform—the Personal Genome Project—to allow study participants to contribute their voices to inform ethical consent practices and protocol reviews for big-data research. In attempting to debunk moral realism through an appeal to evolutionary facts, debunkers face a series of problems, which we label the problems of scope, corrosiveness, and post‐hoc justification. To overcome these problems, debunkers must assume certain metaphysical or epistemological positions, or otherwise pre‐establish them. In doing so, they must assume or pre‐establish the very conclusion they seek in advancing the argument. This means that such debunking arguments either beg the question against the moral realist or are undermined as standalone (...) metaethical arguments. (shrink)

Reconstruction is a central notion in Dewey’s account of inquiry and in his metaphilosophical commitments. In his work, Dewey made a call for reconstruction of philosophy, in the reconstruction of central notions of the discipline, like knowledge, logic, truth, the good, reason, and experience. Inquiry itself is reconstructive, according to Dewey, involving the transformation of an indeterminate situation into one which is determinate and understood. Dewey’s philosophical views should therefore be of interest to those taking part in the recent turn (...) towards revisionary philosophical methodologies, like conceptual engineering, explication, and amelioration. In light of the recent developments in revisionary methodologies, I aim to explore Dewey’s conception of concepts in relation to the conceptual engineering literature, suggesting that it provides a useful conception of concepts for conceptual engineering, and to suggest a Deweyan model of philosophical inquiry where concepts are the objects of inquiry. In both cases, I hope to show a productive interaction between Dewey’s ideas and contemporary discussions of conceptual engineering. (shrink)

In spite of the considerable literature nowadays existing on the issue of the moral exclusion of nonhuman animals, there is still work to be done concerning the characterization of the conceptual framework with which this question can be appraised. This paper intends to tackle this task. It starts by defining speciesism as the unjustified disadvantageous consideration or treatment of those who are not classified as belonging to a certain species. It then clarifies some common misunderstandings concerning what this means. Next, (...) it rejects the idea that there are different kinds of speciesism. Such an idea may result from confusion because there are (1) different ways in which speciesism can be defended; and (2) different speciesist positions, that is, different positions that assume speciesism among their premises. Depending on whether or not these views assume other criteria for moral consideration apart from speciesism, they can be combined or simple speciesist positions. But speciesism remains in all cases the same idea. Finally, the paper examines the concept of anthropocentrism, the disadvantageous treatment or consideration of those who are not members of the human species. This notion must be conceptually distinguished from speciesism and from misothery (aversion to nonhuman animals). Anthropocentrism is shown to be refuted because it either commits a petitio principia fallacy or it falls prey to two arguments: the argument from species overlap (widely but misleadingly known as “argument from marginal cases”) and the argument from relevance. This rebuttal identifies anthropocentrism as a speciesist view. (shrink)

Experimental studies show that some corvids, apes, and rodents possess a common long-term memory system that allows them to take goal-directed actions on the basis of absent spatiotemporal contexts. In other words, evidence supports the hypothesis that Episodic Memory —far from being uniquely human— has evolved as a cross-species meaning making system. However, within this zoosemiotic breakthrough, neurocognitive studies now struggle characterizing the relations between teleological factors and phenomenological factors that would account for the episodic behavior displayed by these living (...) beings. Within such field, this paper identifies four epistemological gaps —the ‘Nagelian’, ‘de Waalian’, ‘Chomskyan’, and ‘semiotic’ gaps—, making a case for the need of a future biosemiotic model of Alloanimal Episodic Memory to come into the equation. As a whole, I conclude that experimental developments in AEM research, and philosophical advancements in biosemiotics could converge through the concept of semiosis. Introducing the latter would account for animal episodic agency as a causal influence and continuity between the above relations, outclassing the reductionist and Cartesian separation between ‘external’ bodily behavior and ‘internal’ computational operations. ABSTRACTColin Hay's constructivist institutionalism and Vivien A. Schmidt's discursive institutionalism are two recent attempts to theorize ideas as potential explanations of institutional change. This new attention to the causal role of ideas is welcome, but Hay and Schmidt do not take into consideration the constitutive and structural aspects of ideas. Instead they reduce ideas to properties of individual conscious minds, scanting the respects in which ideas are intersubjectively baked into the practices shared by individuals. This aspect of ideas—arguably, the institutional (...) side of ideas—is developed in post-structuralist thought, which therefore demands a place in ideational research. (shrink)

This paper presents some of the most promising ways wild animals are currently being helped, as well as other ways of helping that may be implemented easily in the near future. They include measures to save animals affected by harmful weather events, wild animal vaccination programs, and projects aimed at reducing suffering among synanthropic animals. The paper then presents other ways of helping wild animals that, while noncontroversial, may reduce aggregate suffering at the ecosystem level. The paper argues that impracticability (...) and normative objections against reducing wild animal suffering fail against these ways of helping wild animals. (shrink)

Mounting evidence suggests that participation in clinical trials confers neither advantage nor disadvantage on those enrolled. Narrow focus on the question of a “trial effect,” however, distracts from a broader mechanism by which patients may benefit from ongoing clinical research. We hypothesize that the existence of clinical trials infrastructure—the organizational culture, systems, and expertise that develop as a product of sustained participation in cooperative clinical trials research—may function as a quality improvement lever, improving the quality of care and outcomes of (...) all patients within an institution or region independent of their individual participation in trials. We further contend that this “infrastructure effect” can yield particular benefits for patients in low- and middle-income countries. The hypothesis of an infrastructure effect as a quality improvement intervention, if correct, justifies enhanced research capacity in LMIC as a pillar of health system development. (shrink)

Andres Bonifacio is a household name in the history of the Philippines.His name has been included into many discussion and controversies revolvingover his identity as the Father of the Revolution and being the founder ofKataastaasang, Kagalanggalangag Katipunan . His poems serve as legaciesthat can unlock what kind of person is Andres. Through his poems, he expressedreflections about the situation of the Indios during the time of colonization andthe rage of the revolution. This descriptive study analyzed four selected poemsof Andres Bonifacio (...) and sought to find a new insight into the poems through a Neo-Marxist perspective using a Neo-Marxist lens, specifically the theory of cultural hegemony by Antonio Gramsci. Based on the content analysis of hispoems, it was found out that Bonifacio was affected by the false consciousnesspropagated by the colonizers during the Spanish settlement in the country.
